Rheinland-Pfalz: CDU und SPD verhandeln Große Koalition

The German state of Rheinland-Pfalz is poised for a significant political shift as the Christian Democratic Union (CDU) and the Social Democratic Party (SPD) formally enter negotiations to form the state’s first-ever “Große Koalition” (Grand Coalition). This pivotal development was announced by the designated Ministerpräsident, Gordon Schnieder (CDU), and the still-serving head of government, Alexander Schweitzer (SPD), following the successful conclusion of their exploratory talks in Mainz. Both leaders underscored the constructive atmosphere and mutual respect that characterized their preliminary discussions, expressing confidence in their ability to forge a common path forward. The immediate next step involves establishing various working groups tasked with meticulously drafting a comprehensive coalition agreement that will govern the state for the upcoming legislative period.

The political landscape of Rheinland-Pfalz underwent a dramatic transformation during the state election held two and a half weeks prior, on March 22. For the first time in 35 years, the CDU emerged as the strongest political force, marking a historic turnaround. Given the electoral results, the CDU’s exploratory talks were exclusively conducted with the SPD, as the arithmetic of the new Landtag (state parliament) made other majority-forming constellations impossible. A key pre-condition set by both the CDU and SPD was the categorical exclusion of any cooperation with the strengthened Alternative für Deutschland (AfD). The Greens, securing 10 seats, represent the fourth party in the parliament, but neither a “Schwarz-Grün” (CDU-Greens) nor a “Rot-Grün” (SPD-Greens) alliance would command a sufficient majority to govern. This left the grand coalition as the only viable option.

The exploratory talks between the CDU and SPD commenced swiftly, just four days after the election, and concluded efficiently within approximately two weeks, even incorporating the Easter holidays. Throughout this crucial phase, an unusual degree of discretion was maintained, with hardly any details leaking to the public, a testament to the focused and serious nature of the discussions. The final composition of the new Landtag clearly illustrates the necessity of this grand alliance: the CDU holds 39 seats, the SPD 32, granting them a solid combined majority. The AfD secured 24 seats, while the Greens hold 10. Notably, the liberal FDP, which had been part of the previous governing coalition with SPD and Greens for a decade, failed to re-enter the parliament, as did the Freie Wähler after one term, and Die Linke once again did not cross the five-percent hurdle.

With the exploratory talks successfully concluded and coalition negotiations now formally underway, the focus shifts to the next significant milestones. The new state parliament is scheduled to constitute itself on May 18, a date traditionally celebrated as Verfassungstag (Constitution Day) in Germany. This session will not only mark the official beginning of the new legislative period but also, in keeping with tradition, feature the election of the new head of government. Gordon Schnieder, as the designated Ministerpräsident from the strongest party, is widely expected to assume this role, ushering in an unprecedented era of a grand coalition in Rheinland-Pfalz. This development underscores a new chapter of political cooperation and consensus-building between the state’s two dominant political forces, setting the stage for the governance of Rheinland-Pfalz for the coming years.
